Deputy Project Director

  BLH Technologies, Inc. (BLH), is seeking a Deputy Project Director (DPD) in support of Federal Government clients. The purpose of the work is to provide technical direction and input with responsibility for the assessment of tasks assigned. Qualified candidates will be capable of handling all areas of technical assistance (TA) delivery and meeting management under minimal supervisorial direction and are expected to exercise independent and sound judgment while performing duties on site at TA activities. The DPD will report to the Project Director, who reviews all work and ensures that it meets BLH and Federal guidelines, regulations, and procedures.

Duties

The Deputy Project Director manages all activities to support services provided to the Federal Government and ensures that all activities and services meet the guidelines and regulations set forth by the Government. The DPD directs staff; submits reports, correspondence, and summaries to the Project Director; represents the project on site at TA activities and meetings; makes necessary recommendations; assists with some staff training and performance evaluation tasks; drafts and writes meeting and technical progress reports; researches and/or writes technical proposal sections; assists in writing and preparing marketing materials; and performs other related work as required. The work is performed mostly in an office setting and at various TA venues. Out-of-State travel, often on short notice, is a requirement.

Qualifications
  • B.A. or B.S. degree
  • 5 or more years of related technical/professional experience

Knowledge and Special Skills Required
  • Ability to exercise good judgment; make sound decisions; and present ideas and information clearly and concisely, orally and in writing.
  • Ability to manage, coordinate, and organize TA events and meetings from 25 to 1,000 participants.
  • Experience in providing direction to staff and in handling crisis intervention with clients.
  • Ability to liaise with BLH senior managers and other pertinent staff members and with Federal agency personnel.
  • Ability to resolve conflicts that arise and to take corrective action.
  • Ability to give work assignments and to define them within broad outlines.
  • Ability to streamline work processes, prioritize tasks, and multitask across assignments.
  • Experience in working with editors and graphic artists to create materials.
  • Ability to write briefs and summary reports.
  • Ability to prepare budget projections and financial reports and to monitor expenditures.
  • Demonstrated negotiating skills.
  • High level of proficiency in Microsoft Office applications.
  • Knowledge of Federal Travel Regulations and Federal Acquisition Regulations.

Primary duties and responsibilities (under minimal supervision) include, but are not limited to, the following tasks:
  • Work collaboratively as a member of an integrated Government and contractor team.
  • Develop budgets and coordinate costs and expenditures with the Government Project Officer.
  • Prepare draft work statements, work plans, and budgets.
  • Manage, plan, schedule, and coordinate logistical services and materials for premeeting, onsite, and postmeeting support.
  • Coordinate planning sessions.
  • Manage the planning and coordination of travel; lodging; and room setups, including audiovisual support, food and beverage functions, and mailings.
  • Direct staff in preparing materials, contacting participants, and making logistical arrangements.
  • Conduct quality control of deliverables, including draft and final meeting materials.
  • Develop and write meeting and technical progress reports.
  • Research and/or write technical proposal sections and assist in writing and preparing marketing materials.
  • Perform other duties as assigned.
