Benjamin L. Harris, President & CEO

Mr. Benjamin L. Harris holds a long-time passion for and commitment to public health and safety, communications, and technology—causes at the core of BLH Technologies, Inc.®, the company he founded in 2003. As President and Chief Executive Officer (CEO), Mr. Harris provides the corporate guidance, strategic direction, and vision that define BLH. Mr. Harris guides BLH’s business success through his high-level of experience and knowledge of risk mitigation, resource allocation, and enterprise-level best practices expertise. Over the past 19 years at BLH, he has led the development of company best practices, and a BLH culture that delivers consistent value and innovation for our clients’ toughest challenges. Mr. Harris proudly served in the U.S. military as a Medical Services Officer in Operations Desert Storm and Desert Shield.

Merle Chambers, PMP
Chief Growth Officer

Ms. Merle Chambers is a certified Project Management Professional (PMP) with more than 25 years of experience overseeing Federal contracts and programs. She is a leader in corporate strategy and a human capital specialist. Working in tandem with the company’s CEO and COO, Ms. Chambers manages multiple high-priority program accounts for Federal clients and leads the company’s Business Development efforts. She has led and supported high-profile programs with the U.S. Joint Forces Command (USJFCOM), the National Science Foundation (NSF), and at multiple agencies within the U.S. Department of Health and Human Services (HHS) including the Agency for Healthcare Research and Quality (AHRQ), Centers for Disease Control and Prevention (CDC), the Centers for Medicare and Medicaid (CMS), the U.S. Food and Drug Administration (FDA), and the National Institutes of Health (NIH). She is talented in both client management and program operation, thus ensuring seamless transitions for new contracts, successfully engaging and hiring talented staff, performance management, organizational development, communication, and training.

Madjid Ahbab, MS, PMP
Vice President, Information Technology

Mr. Madjid Ahbab is a certified Information Technology (IT) Project Manager with more than 19 years of experience. He has overseen project management and information systems implementation through the full software development life cycle. He leads team in charge of supporting the IT infrastructure and multiple projects across the U.S. Department of Health and Human Services (HHS) including the Agency for Healthcare Research and Quality (AHRQ), the Centers for Medicare and Medicaid (CMS), the U.S. Food and Drug Administration (FDA), and the National Institutes of Health (NIH). As an expert in Technology solutions, Mr. Ahbab provides his guidance on the feasibility, design, and deployment of BLH supported systems, services, and processes to comply with the Federal regulations on IT systems (e.g., FedRAMP, FISMA, FIPS, USGCB, and FDCC); develops standard operating procedures for IT policies and risk mitigation strategies; improves the collaboration of Federal agency and project staff to meet agency goals; oversees multiple Federal client digital transformation efforts including large data storage and analysis; and, supports and maintains BLH’s Cloud ATO solutions.
